The process is controlled by Part L of the Building Regulations which require various energy saving features to be included in the design of a building. The complex energy calculations have to be provided by a competent person who is authorised to produce such an assessment. Approval will not be granted unless the building, as designed, has carbon emissions below a target figure . Building Control organisations will not sign off a building unless proof is provided that the structure meets the legal requirements and this is evidenced with an energy performance certificate.
